Yes. Recipients can open the transfer in their browser and scroll through every image without downloading anything first. You have two tools for this. A password on the transfer means only people you give the password to can open it. Restricted access goes a step further — you specify which email addresses are allowed to download, and anyone not on that list is blocked even if they have the link.
