Government teams and NGOs handle sensitive documents that need to reach the right inboxes without delay. Add your recipients, upload reports, policy drafts, field data, or case files, and WeTransfer delivers a direct download notification to each address. Files stay out of email attachment limits entirely, and recipients download without creating an account.
Deliver files to any inbox
Public sector work depends on reliable, auditable file delivery, whether you are coordinating between departments, sharing field reports with partner organisations, or distributing briefing materials to stakeholders. WeTransfer hosts your files and sends each recipient a personal download notification, so a single send can reach programme officers, legal teams, donors, or counterpart agencies at once. Every document, dataset, or media file arrives exactly as you uploaded it, with no compression and no quality changes applied. A title and message field let you include context, reference numbers, or instructions alongside each transfer, so recipients understand what they are receiving before they open the link. For sensitive materials such as internal policy documents or beneficiary data, password protection and per-address access restrictions give you precise control over who can download.
Our features are designed to minimize how much of your data we — or anyone else — can access, so you can keep what's yours, yours.

All your questions answered.
Yes. When you create an email transfer on WeTransfer, each recipient gets a personal download notification sent straight to their inbox, with a unique link to access the files. You can add a message, reference number, or instructions alongside the transfer so recipients know exactly what they are receiving. Recipients never need a WeTransfer account to download, which matters when you are sharing files with external partners, donors, or counterpart agencies who may not use the same tools.
On a free account, you can send an email transfer to up to 10 recipients at once. On paid plans, that rises to up to 50 recipients per transfer. If you need to reach a wider group simultaneously, you can also create a shareable download link and distribute it through your own channels, with no recipient cap on link transfers.
No. WeTransfer does not re-encode, compress, or modify your files. Reports, spreadsheets, high-resolution maps, scanned documents, CAD files, or video evidence all arrive in exactly the same condition as when you uploaded them. This is important for public sector work where document integrity and audit trails matter.
You can lock any transfer behind a password, so only recipients who know it can access the files. You can also enable restricted access, which limits downloads to a specific list of email addresses you define. Both options are available on all plans and can be configured before you send or adjusted from your transfer panel afterward. Neither the password nor the access list is shared with recipients automatically, so you control how that information is communicated.
WeTransfer is based in the EU, is GDPR-compliant, and stores files on AWS servers in Ireland. All files are encrypted in transit using TLS and at rest using AES-256. WeTransfer is ISO 27001 certified, and Data Processing Agreements are available for business plan customers, which is useful for public sector and NGO teams that need formal compliance documentation. Files are never used to train AI models, and WeTransfer does not sell or share your data with third parties.
