Yes. When creating any transfer, you can enable restricted access and supply a list of email addresses. Anyone who opens the link will need to verify their email, and only addresses on your approved list will be granted access. This works across all plans and applies to any file type, including source code archives, config bundles, or deployment scripts.
WeTransfer accepts any file type, so ZIP archives, tarballs, individual script files, PDFs, Office docs, and README files all transfer without any conversion or compression that would alter the content. Files are sent in their original state, exactly as you uploaded them. If you have a complex folder structure, you can upload entire folders and recipients download them with the original hierarchy intact.
