Yes. WeTransfer treats preview activity and download activity as separate signals, both visible in your Transfers panel. If a recipient opens your PDF or report in the browser but never downloads it, you still get visibility into that engagement. This distinction is particularly useful for organisations sending policy documents or briefings where you want to confirm receipt before a meeting or deadline.


You can enable Restricted downloads before sending, which limits access to a specific list of email addresses you define. Anyone who opens the link must verify their email, and access is only granted if their address matches your list. For government or NGO document deliveries going to named counterparts, contractors, or oversight bodies, this means nobody outside your intended audience can reach the files.


For email transfers, your Transfers panel shows a checkmark next to each recipient's address once they download, with the exact date and time on hover. If you enable Tracked downloads, anyone who accesses the link via email verification is also logged with their name and timestamp. For NGOs or public-sector teams sending documents to several stakeholders at once, this gives you a clear per-recipient picture of engagement.


No. Recipients can open, preview, and download your documents without signing up for anything. If you have Tracked or Restricted downloads enabled, they will be asked to verify their email address before access is granted, but that is a quick one-step process and requires no account. This removes friction for external partners, government contacts, or NGO collaborators who may not use WeTransfer themselves.


WeTransfer is ISO 27001 certified, fully GDPR-compliant, and based in the EU, with files stored on AWS servers in Ireland. All files are encrypted in transit using TLS and at rest using AES-256. Data Processing Agreements are available for paid plan customers, which is relevant for public-sector bodies and NGOs with formal compliance obligations around how third-party processors handle personal data.
